A home and personal care fragrance oil — also called a daily chemical fragrance or HPC fragrance — is a blended aroma compound engineered to remain stable, safe and perceptible inside a surfactant base such as laundry detergent, fabric softener, dishwashing liquid, bar soap, shampoo or an air freshener. Unlike a fine fragrance, it is chosen mainly for base compatibility, dosage economics and IFRA category compliance rather than for artistic composition.

Dosage (usage level) is expressed as a percentage of the finished product by weight. The ranges below are industry-typical starting points; the correct level for a specific formula depends on the fragrance strength, the base odor of the surfactant system and the target market's scent preference.

Category assignments are indicative. Confirm the exact category for your finished product against the current IFRA Standards Library before setting a specification, because the permitted level of individual restricted ingredients is category-dependent.
Base compatibility. A fragrance that performs in an anionic detergent may separate in a cationic softener. Always evaluate in the actual production base, not in ethanol or on a blotter.
Color stability. Vanillin, ethyl vanillin, some Schiff bases and certain citrus materials darken in alkaline or bleach-containing systems. A fragrance that turns a white detergent pale yellow after six weeks is a returns problem, not a cosmetic one.
Substantivity. For laundry and softener, the perceived quality is decided by scent on dry fabric hours after the wash — not by the smell of the bottle. Ask for fragrances built with substantive materials, and evaluate on dried cloth swatches.
Flash point. This determines transport classification and, for candles, safe pour temperature. Fragrances with a closed-cup flash point above 60 °C generally ship as non-dangerous goods, which materially reduces freight cost and paperwork on export orders.
Solubility. Clear formulas — shower gel, dishwashing liquid, room spray — need either a solubilized fragrance or a solubilizer such as PEG-40 hydrogenated castor oil in the formula. Check clarity at low temperature, not only at ambient.
Cost in use. Compare price per kilogram of finished product, not price per kilogram of oil. A stronger fragrance at a higher price per kilo is often cheaper in use.
Run this before approving any new fragrance for production. It takes four weeks and catches most failures.
Dose the fragrance into the actual production base at the target level, plus one sample at 1.5× the target level.
Split into four sealed, headspace-controlled samples: 45 °C oven, 4 °C refrigerator, room temperature in the dark, and a light box or windowsill.
Record baseline color (Gardner or photograph against a white card), pH, viscosity and odor description at day 0.
Re-measure at week 1, week 2 and week 4.
Compare each aged sample against the 4 °C control by blind smell test with at least three assessors.
For laundry and softener, add a wash test: launder white cotton swatches, dry, and assess scent intensity at 1 hour and 24 hours.
Four weeks at 45 °C is a widely used accelerated proxy for roughly one year at ambient conditions. It is an indicator, not a guarantee — confirm with a real-time sample held for the full claimed shelf life.
Fragrance compliance for home and personal care products rests on three layers: the IFRA Standards, the destination market's cosmetic or detergent regulation, and chemical transport and hazard law.
IFRA Standards. The International Fragrance Association sets restrictions, specifications and prohibitions on individual fragrance ingredients, applied by product category. A supplier should provide an IFRA Certificate of Conformity stating the maximum permitted use level of that fragrance in each relevant category. Verify the amendment number cited on the certificate is the one currently in force.
Fragrance allergen labelling (EU). Regulation (EU) 2023/1545 substantially expanded the list of fragrance substances that must be named on the label of cosmetic products, well beyond the previous 24 substances. Transition deadlines apply to new and existing products. If you sell into the EU, request a quantitative allergen declaration for every fragrance so the label can be built correctly — and confirm the current deadline status before your next label print run.
Detergent and biocidal rules. Laundry, dish and surface products sold in the EU fall under the detergents regulation rather than the cosmetics regulation, with different ingredient disclosure requirements. Products making antibacterial claims trigger biocidal product rules in most markets.
SDS, GHS and transport. A compliant 16-section Safety Data Sheet in the destination format (CLP for the EU, GHS-aligned national standards elsewhere) is required for import clearance in most markets. The SDS carries the flash point and UN classification that determine whether the shipment moves as general cargo or as Class 3 dangerous goods.
REACH. Fragrance ingredients imported into the EU above one tonne per year per legal entity require registration. Ask your supplier to confirm the registration status of the components, or ship through an EU Only Representative.

Request these five items before placing a first order. A supplier who cannot provide them quickly is not equipped for export manufacturing.

What is the difference between a fragrance oil and an essential oil? An essential oil is a single-plant extract obtained by distillation or expression. A fragrance oil is a formulated blend of aroma chemicals and natural extracts designed for a specific application. Fragrance oils offer consistency and stability that essential oils cannot in surfactant bases; essential oils offer natural origin claims.
How much fragrance oil goes into laundry detergent? Typically 0.2%–0.6% by weight, meaning 2–6 kg of fragrance per tonne of finished detergent. Premium products sit at the upper end; economy products at the lower end.
How much fragrance oil goes into fabric softener? Typically 0.4%–1.2% by weight. Softener carries a higher level than detergent because scent on dry fabric is the primary consumer benefit of the product.
Why did my fragrance change the color of my product? Most commonly, vanillin-type or Schiff base materials reacting in an alkaline or oxidizing base. This is a formulation issue, not a contamination issue, and is solved by reformulating the fragrance with color-stable substitutes.
Do fragrance oils expire? Neat fragrance oil is normally specified for 12–24 months in sealed original packaging, stored below 25 °C away from light. Once dosed into a finished product, the shelf life is that of the finished product.

Can you match an existing fragrance? Yes. Send a physical sample of either the neat oil or the finished product, together with the base formula and target dosage. A workable match typically takes two to three submission rounds.
